If they move together, you have a Fast Hitch.

The arms are not removable on a 3pt hitch, they just extend, but are usually rusted in place.

Just to confirm, crouch down and follow one of the "3pt" arms up under the tractor. If it makes a big U and comes out as the other arm, you have a Fast Hitch, 100%.
