The robo callers are sending signals that fool old insecure switching equipment, which then passes the information on.
The dumbest move these robo callers make is calling your cell phone from the same exchange, as if it was a land line. When people would call you from the same local exchange you didn't have caller ID so you didn't know who was calling anyway. What makes them think that calling a cell from the same exchange will make people think it's "local?"
