As for Delco, it's a brand, not a company. When GM spun off its component suppliers as Delphi, it retained the Delco brand name. The brand is used on parts made by dozens (probably hundreds) of different suppliers.
You might ask, 'why label in only English, Korean and Japanese? Why not Chinese?' Well, the parts are labeled for the countries in which they might be sold. Either that particular filter isn't used in China, or (more likely) filters for the Chinese market are made exclusively in China. Note that your filter wouldn't have gone to Canada or Mexico, either, since French and Spanish labels would be required. Delco filters for those markets are probably sourced from local manufacturers.
