So I went and worked on it again today. Still was not able to get the slotted fill plug out. Tried to pull the steering wheel but it was so rusty that I had to use a screw driver and hammer just to free up the washer after the nut was off. I poured a mix of 80W-90 gear oil and ATF down the hole in the steering shaft. I then jacked it up to take any load off of the steering. I then started working the steering wheel left and right and kept doing that. It then slowly freed up and I was able to turn it fully both ways
