As the others have said they are circuit breakers.
If the system is as in standard configuration including wire colors, the voltage at BOTH terminals on the breaker with the BLUE wires should measure (-) 12 Volts (nominal to the chassis, and BOTH terminals on the breaker with the BROWN wires should measure (+) 12 Volts (nominal) to the chassis.
The voltage between either terminal on one breaker and either terminal on the other breaker should be 24 Volts (nominal).
As to it not cranking, there are some possibilities besides a failed switch, first place I'd look is at the neutral safety switch located under the cowling ahead of the shift drum, below is a photo of the setup on a 4010, IIRC, the 3010 switch setup is similar.
