To get it to start I used a jumper across the ballast resister to give it a hotter spark. Once it fired up and ran the jumper fell off and it kept running. Still needs a good bit of TLC to get it to where I want it but one step at a time. I figured if it ran and had oil pressure then I could move on to the next thing that needs TLC.
