Hi, don't force the lever or you will shear off the roll pin in the engagement lever. I assume it is a two stage clutch, half way down stops the transmission, all the way to foot rest stops PTO.
See photo below for clutch adjustment procedure. If clutch adjustment is good then it could be the PTO clutch is stuck to the PTO pressure plate or the pressure plate fingers require adjustment.
