There are at least 3. There is one right at each exhaust flange and one or two farther back.
If you suspect that one is plugged, you can just loosen the flanges at the manifold outlet on each side and see if it changes things.
Will it run without them? Yes. Is it legal? No. Will it pass inspection? No.
If you get stopped and checked, you might get into some fines and penalties depending on your state and what the laws are. It just isn't like it was back in the 1980s and 1990s. These days, the EPA is a bit more strict about leaving emission control devices intact and operational.
