If you can run a bottoming tap to the bottom of the hole either use a longer bolt or put in a heat treated stud to full depth, then a grade 8 nut. Unless you use the tractor on something like a small baler the pull on the drawbar is pretty much in one direction, so being able to tighten the all bolts should be good enough. Small balers put a lot of back and forth shaking on the drawbar, which can shake things loose.
