Easy to check the existing pump, disconnect the line from the carb, direct it to a container, crank the engine, see if it pumps.
Usually hard starting is caused by weak spark or the choke is not fully closing.
If you do go with an electric pump, it must be a very low pressure, like 2 PSI, otherwise it will override the needle valve and flood.
Personally, I detest them! Should be used only as an absolute last resort, and wired with a safety circuit to stop the pump when the engine is not running.
