13 inch rim would be the right size. The tires will likely fit on a 15 inch rim, but with stretching the sidewall that far, the tread pattern may get distorted and not be flat on the ground. That will affect traction and tire wear. Get the right size for best results, even getting a blank rim and weld in the attaching points.
