I have a John Deere 2020 with 14.9x28 rear tires. The rims are getting pretty Rusty and need replaced they are double beveled 9 point attach rims. I found a set of rims but they are 15x28 can I still mount my 14.9 on those rims? I don't know a whole lot about tractor tires but I seem to remember somebody saying I would need a 13x28 rim any help would be appreciated.
 
13 inch rim would be the right size. The tires will likely fit on a 15 inch rim,
but with stretching the sidewall that far, the tread pattern may get distorted and
not be flat on the ground. That will affect traction and tire wear. Get the right
size for best results, even getting a blank rim and weld in the attaching points.

Can't weld in attaching points on a double bevel rim very well. They are pressed in the steel. They could be narrowed though. OR if current tires are getting tired put a bigger set on like 16.9-28's then the tires and rims would be the correct corresponding sizes.
