Look at the position of the throttle. With the engine off dash lever to fast, the throttle shaft should be spring loaded to the full open position.
Try removing the air cleaner hose for a test run.
If there is a vacuum leak it will be idling way fast and would still rev up but lack power and probably need some choke to run.
If it is whistling when you open the throttle, but will not make power, that is a symptom of a restricted exhaust. Try taking the pipe loose from the manifold, see if it makes a difference. Probably have to actually put it under a load to tell, don't just go by the sound.
