Is the tractor inside a heated garage? If not did you use grease to lube it? In the cold grease can make the cable turn fairly hard. Do you have a small screwdriver that fits in the diagonal of the square drive of the tach? That is what I use to check ease of turning. I would recommend trying to work some auto trans fluid into the turning part at the drive connection of the tach head. Beyond that there is not much you can do. If you can’t get it to turn freely I would recommend just disconnecting it if you need to use the tractor otherwise you risk damaging the drive cable or even the drive gears on the engine end.
