The steering shaft has 2 identical ball bearings, one on each side of the worm gear. When you reinstall the shaft put some heavy grease on the inner one so it'll stay in the bearing cup. The cover cap should go all the way to the pedistal by hand. Don't use the cap screws to draw it up. If the cap doesn't go all the way by hand, the inner bearing has slipped out of place. Remove the shaft enough to reposition that bearing. If you try to draw the cap into place using the cap screws you'll crush the bearing cage.
