Most garden issue multimeters will read up to 10.0 amps, check first. Set the meter to the 10.0 amp setting . Place the test leads in the common and 10.0 amp sockets . Please the meter in series with the coil circuit . Turn the ignition switch on. Current should be 4.0 amps instead of 8 amps.
Odds are somebody installed the incorrect coil with too low primary resistance for the system voltage .
