Assuming you have a decently heavy tractor lay the bumper on two blocks somewhere under the rear end of the tractor. Jack down on the bumper with a hydraulic jack with the jack pushing up on the tractor. The blocks can be two 2X4's laid flat to just get the bumper off the ground a little bit so you have more clearance for the jack under the tractor.
