The trailer is only added into the gross combined weight if the trailer is rated for more than 10,000 lbs. So in other words if you have a truck rated at 25,000 lbs pulling a trailer rated at 9,000 lbs (34,000 lbs total) you DO NOT need a CDL because the truck is not rated for more than 26,000 lbs. If the trailer is rated at 10,000 lbs or more you add the truck and trailer together to get the GCWR. If over 26,000 lbs requires a CDL. The only exemption is personal use. And pretty much anything that does not include a RV personal use can be questioned. Such as the guy that hauls his tractor to a hay field. He figures his tractor; his truck and trailer; his hay. That's personal. But if you sell a bale of hay or feed it to a cow you later will sell it is no longer personal use. It is a business.
