Sounds like the spring(s) in the crank case ventilator pump are broken. That will make it do all those symptoms. It is located in the fan shaft back about where the bevel gear drive connects to the governor housing.
After you check the oil level and all that and find nothing then you can proceed to change the pump. It is a time consuming job but it will have to be done to stop all the oil blowing problems if it is not over full in the crankcase. You have to pull the fan shaft to do it because that is where the pump is located. I worked at my father's Deere dealership shop in the 50's & 60's and the "B" was very popular.
