That clutch stops wheels only. It was specifically designed to work with the AC round bailer. It was the first round bailer built and was the forerunner of today's big round bailers. You had to stop the tractor while the bailer wrapped the twine around the bale. Pull the hand clutch, let the bake wrap and kick the bail out. Release it to move up the windrow to make the next bake.
