I used a flap wheel on sheet metal once and got little waves from it. I wouldn't use the Rustoleum rust converter unless it comes out clear. If it is more like a paint I have found it to not be effective except on very light rust. When using the SEM Rust mort I follow the directions and keep working it with the brush every few minutes for the 15 minute time period so that it penetrates. The Rustoleum that I used was just a one and done. Not much penetration. Not much longevity. I wanted my job to last a few years.
