Well there are several hydraulic factors involved when choosing a pump. How many gallons per minute do you want, pipe size (friction loss), suction elevation and head/elevation from the pump among other details. I would keep the suction inlet off the bottom despite using a strainer. You can effectively use a check valve on the suction side of the pump rather than a foot valve IF your suction line is air tight. No leaks. Remember you have to figure in that suction elevation (water level in the pond to the pump). Ten feet or so will work. The less the better. Gas or electric pump? Myers electric centrifugal pumps have worked great for us.
