They may be designed to mount outside the rubber tires to aid in traction in mud. If so they would be a little smaller around than the rubber tires so they wouldn�t hit the ground till you got off hard ground. Do some looking online and you will find pictures of what I mean. I have a set of rear steel wheels here for an 8N that are much wider wheel width with staggered cleats. Not sure what to say about value? I think the OEM style steel wheels would be more valuable to a collector than those, but they would have some value just being different.
