Check the pedal adjustment.
The piston in the master cylinder must be able to fully return when the pedal is up.
If the pedal is binding, or the rod is holding the piston in, the bypass hole will be covered and the system will build pressure, binding the brakes.
Also the wrong fluid will swell the cups. Most use brake fluid, but some use mineral oil. You MUST know what type the system requires. The wrong fluid will swell the cups, cause much grief!
