Most times I have seen this type of setup the solinoid is set up on a bypass circuit. When the solinoid is energized it closes the valve forcing the oil to go through the motor instead of allowing it to go directly to the resevoir. Throw some seed in the auger and I bet the auger stops till the solinoid is energized.
I have dealt with two of these setups. One I put a brush auger in and that provided enough friction on it's own to stop rotation till the circuit is closed. Other is on my current tender with cupped flighting and yes there is some creep till there are some beans in the auger.
