I can't even guess how many "pocket"replacement windows I have installed. My own house, My sons house. One very large old farm house that required 53 windows, and I don't know how many other houses. In my opinion, any contractor that tells you, you have to remove siding down to the studs is simply trying to upsell the job.
A pocket window, installed correctly, with insulation, and caulking, will be just as good as a window job that was taken down to the studs. That method must at least triple the cost of the job.
Like I said earlier, we did have 3 windows that went foggy. We contacted the lumber yard, they ordered new sashes. Simply remove the sash like you would for cleaning, and install the new sash.
