Hopefully ohiodick is correct and you missed a wire reconnecting the batteries. If not it sounds like there may be a module that controls multiple functions that lost power or was possibly damaged. Did you ground your welder directly on the truck bed? I hope so otherwise if you clamped it on the frame the current may have found its way through the tailgate lock trigger flowing in an incorrect path messing up the electrical module or possibly burning out a fuse. Even if you hooked the welder ground direct to the bed I have seen one other unusual situation. Could have you been using a old style trouble light under the truck with a metal shield and a 3 prong grounding plug? If so and the light was hooked on the frame I have seen welding current transfer through one of those. So if your welder ground did not contact properly there is a small chance the current may have momentarily traveled through other paths like wiring to the bed and back to the grounded light shield. Just a possibility, best of luck!
