2002 International Dump truck bed not raising?

We bought an old mo-dot truck a couple weeks ago. It is a 2002 International with a DT466 and allison push button trans. Everything worked perfect, bed dumped with no issues, tailgate latch engaged, etc. We brought it up to the shop today(bed worked earlier this morning), we were patching holes in the floor of the bed. We disconnected the batteries before welding on the truck. After the patch was completed, we reconnected everything and the dump bed wont raise, the snow plow cylinder wont move, the tailgate latch wont engage(electric over air), and beacons wont work. We are guessing there is an electrical problem, but not sure where to start. We cleaned up the battery terminals and connections but that did not help. Any thoughts?
 
More than likely the Pto is air operated. If so you need to get about 45PSL or more for it to engage the Gear. Also get in the habit of putting the transmission in gear, before shifting the PTO in. This will allow the PTO to engage without grinding in. As for the rest of it. I would guess the other ends of the cables need cleaning along with all other connections.
 
Is a Chelsea (red) or a Muncie (blue) PTO? Does the PTO power just a hydraulic pump or a Pump and control valve. Is the pump bolted directly to the PTO or is a drive shaft used. Send me an e-mail. J. You could have worn splines on the Pump or PTO.
 
Hopefully ohiodick is correct and you missed a wire reconnecting the batteries. If not it sounds like there may be a module that controls multiple functions that lost power or was possibly damaged. Did you ground your welder directly on the truck bed? I hope so otherwise if you clamped it on the frame the current may have found its way through the tailgate lock trigger flowing in an incorrect path messing up the electrical module or possibly burning out a fuse. Even if you hooked the welder ground direct to the bed I have seen one other unusual situation. Could have you been using a old style trouble light under the truck with a metal shield and a 3 prong grounding plug? If so and the light was hooked on the frame I have seen welding current transfer through one of those. So if your welder ground did not contact properly there is a small chance the current may have momentarily traveled through other paths like wiring to the bed and back to the grounded light shield. Just a possibility, best of luck!
 
IH often has a resettable breaker on the firewall, it has a little red lever that rotates to reset. I have on occasion also seen them near the battery boxes on the frame.
 
I have no knowlegde about welding.
Similar discussion at McD last week about welding on a vehicle. Our local pro-welder said when welding on a vehcile, even with battery disconnected, arc welder ground should be kept as close to spot being welded as possible.
He is saying that the many ground straps on a vehicle can send damaging currents throught the vehicle if welder ground is too far away from arc.
