Who is this "rest of us" that has water that CA is going to take? California already takes most of the water from the lower Colorado River, and the rest of their water comes from in-state sources. There is no other water in the country that can be transported practically to CA. Too many mountains in the way. The only other possibility would be for other states taking water from the Colorado River to cede their allocations to California, and that is not going to happen.
