Simplisafe is probably going to rule the security market. Wireless setup and, if Internet is disconnected, it works off cellular. You can call them and see what the details look like to operate just on cellular or get it for the whole house and add items for the barn(s), you can probably get the wireless to work from the barn easy enough (you may need some additional things, like a wireless bridge). I am sure your son knows, Ubiquiti makes some fine products.
Simplisafe has or had a 50% off "Black Friday" sale going on. They have indoor cameras, door bell cameras, sirens, fire detectors, they had CO detectors, but I did not see them the last I looked and all of this is monitored for 15$ or another plan is a bit under 30$ a month. (No contract is another nice feature).
