They keep cutting the locks? Then why not make a heavy steel shield that will ONLY allow for key access -- no room for bolt cutters?

If you have a payloader, dig a trench around the car with a note that they can hire you to fill the area in so that they can get their car back. Only thing is, if it's stolen.
I must say, seems awful strange that people would simply continue to break their way onto your land. What are they after? Do you have security cameras? Warning or No Trespassing signs?
And finally, if your local law enforcement won't do anything about the people, then maybe you should consider going up to the next level. If you're in city limits and getting no help, call Sheriff. They still have jurisdiction in city limits when necessary. If not them, then move up to State Police. They have jurisdiction all over your state.
See about having vehicles towed at the car owner's expense. They would have to pay impound to get it back. This is just a quick idea, and I have no idea who actually has to pay in a situation like that -- the car owner or the land owner. Look into it. If the car owner has to pay, then post signs that ALL vehicles will be towed at owner's expense.
I know this has been going on a long time (far too long), but I have to wonder if you have done every thing possible. If no cameras, then you haven't. If no warning signs, then you haven't, etc, etc... I think you already know this needs to end....like yesterday(!), but it needs to end without the use of firearms. You bring firearms into the picture and you will automatically give them power in the eyes of the law. The ONLY exception is in self defense, and even that can be questioned at times.
