Not really. DeWalt was a maker of radial arm saws that B&D bought in 1960. For many years, B&D made both homeowner and professional-grade power tools. I have a couple of B&D Professional tools from the eighties, and they are extremely well made. It wasn't until 1992 that B&D re-branded their professional line as DeWalt. So it wasn't a matter of making cheaper DeWalt tools, it was re-badging the high-end B&D line as DeWalt.
