ford 8N carburetor

I have a 1952 ford 8N with a new manifold, carb, tuneup, ignition timing check and compression check. My problem is that the engine runs lean at idle and up to 1500 rpm(runs smooth with 1/2 choke). I have torn down the carb twice and the jets appear to be correct.This carb must be new because it has a plastic venturi. I believe the the problem may be the secondary idle/economizer passage in the lower body. It has a "pressed in" brass orfice in the passage next to the veturi of about ".020 dia. Does anyone know the correct passage/orfice size for this circuit in a TSX 241b carb? PS - the engine has good power under load - Main nozzle and jet appear to be fine!
