The 66 4000 was only rated at 45 hp, not a lot more than the 3000's 175 engine.
In mid 68 Ford increased the port size in the head for more air flow and installed a higher lift cam as well, these changes along with a larger carb jet on gas models and inj pump recalibrations on diesels increased hp to 52 pto hp.
