With proper tongue weight you can safely pull more than your tractor weighs, I have scaled around 17,000lbs gross with this setup many times, tractor is around 4000lbs and it still stops very well even at 25mph on the road without trailer brakes. However it has better brakes than most older tractors too. An electric brake controller could easily be added to your tractor, or even a button to apply full power to brakes in an emergency. The trouble with the pull cable is now your brakes are locked and you can't release them to ease yourself down the hill safely, and the length of time they are locked for is unknown depending on your battery. Not a good situation at all in a precarious place.
