A loaded round baler has most of its weight close to its axle, so its tongue weight is sensitive to its attitude. Also it has a high center of gravity, which amplifies that effect. But a loaded dump trailer's center of gravity should be far enough forward of the axle and low enough that its tongue weight won't change much going up a hill.
