I know the subject came up on one of the stationary engine boards (Harry's? mebbe) a while back. Someone pointed out that TEL wasn't being added yet when many of those engines were designed (pre-WWII?), and was in fact only came into common usage after compression ratios and rpms rose high enough for pinging to become a problem. New gasolines add other things to prevent pinging (Sulphur based by the exhaust smell)

Now, most old hobby tractors don't get worked all that hard, but if you're working it hard all the time (like on a sawmill) or have a pulling tractor with tweaked compression and governor, then it might eventually need those hardened valve seats.

IMHO Most of the "snake oil" additives on the market probably do more for your peace of mind than they actually do for the engine (but they won't hurt anything, except maybe your pocketbook). So go ahead and use them if it makes you feel better.
