HElp ME out!!! its either too cold or too hot in my truck cab, im suffering

not a tractor question but apickup truck electrical question. The heater in my 86 Ford F250 truck has only one speed, High. Ive changed out blower motors, just put in a brand new fan switch this morning, still no help. I put a volt meter at the fan end of the wiring and found no power for the fan expect for the highest speed. What could the problem be?? has any one experienced this before??? Its either too darn hot or too cold in the cab, end up driving with my window cranked all the way down and the fan running hi, :-(
