Been to car auctions were the pollution control devices were broken, disabled and or missing that they would only sell to a licensed dealer. Was told EPA rules. The buying dealers either has to repair the emissions stuff prior to selling or scrap the vehicle out.
I'd bet that the vehicle in question didn't pass the emissions test in CA. Same thing. Licensed dealer would have to bring it up to snuff before reselling or it has to stay out of CA.
