I'd check the weep hole in the water pump first, but if it isn't leaking, pull the pan down and put some pressure on the cooling system and look at the liners where they meet the block. If they are leaking its time for a tear down. If you are running pure water I'd almost guarantee you need seals and liners because you have no corrosion protection. On the other hand if you are running antifreeze you might as well pull the pan down anyway,nothing eats up bearings faster than antifreeze.
