Not sure if that is a roosamaster or not but if it happens to be one-- Some have a one way valve at the bottom of the tank on the return line and if it gets stuck from sitting , crap in the bottom of the tank etc .back pressure will shut down the pump. Simple test is crack the fitting on the return line at the pump and if it starts you know what the problem is . Could even be bits of rubber from the pump so look closely. I am sure that there would be some thing wrong with that pump if you removed it for a overhaul but it wouldn't be nice to get it back on and find the same thing going on.
