I only see a connection on the intake, meaning that it can NOT do anything till the intake valve opens to get fresh air into the engine... and If that is so....
It sounds like quackery to me. as the vacuum is vital to getting mixture into the engine, and the gizmo can not improve on vacuum and letting air in there between the carb and engine..... can only lean the mixture/drop vacuum. And since tractors run at constant speed,, a vacuum dump when """"decelerating"""" would be a joke.
What am I missing? Is this like placing a magnet around the fuel line and getting twice the mpg??
