While those things do happen that often is not the full story. If somebody can work for a better wage than NAPA offers then they are going to do it. You can't hate a person for that can you? NAPA might have to up their pay offering to bring somebody in that is qualified and motivated to work there. If somebody does not care about learning the job or does not want to work on Saturdays then you probably don't want to hire that person and the attitude is evident in an interview most of the time. So NAPA is down to two choices which are up the pay to attract the better candidate or hire the less desirable person then relist the position in a couple of months.
