Electrical problem

Hey anyone out there have any ideas? I have an A.C. D-14 I thought the battery was dead 12V, So I bought a new battery hook it up terminals are clean lights come on. Turn on the key hit the switch clicks sparks fly from neg post nothing no lights. Disconnect the battery hook it back up again lights work same thing. Was told sounds like the starter was hung up pulled that same thing. I am thinking either the voltage reg or selanoid? Any sugestions would be greatly appreciated
