On a 70 GMC 307 had one plug that keept getting oil on outside like that, never could get it to stop. Valve seal replaced by local garage a couple of times. The plug was always oil fouled as well as the oil setting around base of plug. Other 7 plugs always OK. Garage never figured out what to do about the oil fouling and then leaking past the plug. Plugs had to be changed constantly due to the oil fouling. Ido not know if those plugs were for the gasket or not as garage always did the work. But some way that oil did get past the plug threads as the inner end of plug was always oil fould. If from outside leak would noy have been doing it to the electrode end of plug so someway it did get past the plug threads. Had to have things changed dozens of times over the years the truck was in service.
