In a nutshell, persistent high pressure over Alaska and Greenland allowing Jet Stream to meanader down deep into Southwest and then back up along the Gulf Stream causing storms and rain when the cooler, dryer polar air meets the moister, warmer air from the Gulf and the warm air coming from the Pacific gives uncharacteristic rains to California when it meets the "finger" of cool air. I think they call it an Omega Block because the Jet Stream looks like an inverted ohms symbol on a weather map. Normally the Jet Stream will "straighten out" in the spring as it warms up but some years it does this instead.
Why is it happening? Too many variables at play to know for sure. Take a long enough period of time and chart the weather and you have a bell curve of probability. We're at one end this year. But it makes great headlines and a lot of politicians will try and use it as an excuse to put their hand in our pockets.
