Good running at idle but problems at higher RPM or load sounds like there could be a fuel or carb problem. I would check and clean, drain and flush the sediment bowl assembly and any associated screens and/or filters. The carb could have a float or needle n seat problem or be partly clogged up but start with insuring good gas flow to the carb first. With gas on and line removed from carb there needs to be a good full steady stream of gas getting to the carb. While it sounds like fuel or carb problem what shape are the plugs and points in ??? That tractor doesn't have the low oil pressure diaphram sediment bowl assembly does it??
