Howard, Water in the gas can cause such problems. Id start with a good drain and clean and flush the sediment bowl until good clean clear gas (no water or crud) runs out of it to the carb. Water can collect in the bottom of sediment bowls and some have a fine mesh screen on top of them. It could still be a carb float or needle n seat or a jet problem but start with insuring good gas flow to the carb first. I have also seen gas tanks not getting vented to cause such problems.
