You mean the rockshaft doesn't move on its own or is it frozen, so you can't move it by hand? If it is frozen so you can't move it, I would guess the spring broke (about $5-10 at your IH parts place) and somehow a piece got jammed in there. If you mean it doesn't move on its own, but you can move it by hand, the spring is probably still broke, but just flopping loose. In either case, you will probably need to take off the governor. There are (I think) five bolts, and you can take the governor off without removing the radiator or fan if you are careful. You need a manual, like the Serviceman's guide, so you can follow the pictures when you put it back together.
