Cockshutt 30... what to offer??

I checked out a couple of 30s this weekend. Parked in a shed for a few years. Narrow front, tires cracked, don't hold air. Supposedly run when parked. Looks like it had hydraulics, belt pto, rear pto, and the sheet metal was really straight. No fenders. How do you tell if these tractors have a live pto? Where is the lever for the hi-lo transmission located? Where is the serial number plate? How many of these tractors were made? Any structural places on the tractor that are prone to cracking?
The guy wouldn't give me a price. He said make an offer, or give him a 100 bucks to get it runningand out of the shed, so I could check it out further(or so he could charge more). I didn't offer up anything because the guy was trying to pull a fast one. The guy was an avid collector of other tractors, he had over 70 tractors in the shed, but claimed no useful knowledge of the cockshutts. So, I am running away from that deal, I don't think I could get a fair price if I tried. But any other information ya'll could offer up on these tractors would be appreciated.
